How it differs from stretching
A stretched image is the same dots, only bigger: mush and jagged edges. Upscaling invents new dots based on what the image shows, so edges stay crisp.
What to choose

What upscaling cannot do
Bring back what was never in the original. A very blurry shot will not become a perfect photograph: fine detail is invented, and that shows on faces and lettering. The better the source, the better the result.
